Validation of Non-Formal and Informal Learning

Validation of Non-Formal and Informal Learning (VNFIL) is the process by which skills and knowledge acquired outside of formal education, such as through work experience, self-study, or volunteer activities are identified, assessed, and recognised. VNFIL aims to provide individuals with formal recognition of their competencies and encourages upskilling and reskilling to support lifelong learning and career development.

Who is VNFIL for?

VNFIL is primarily designed for adults aged 18 and above who may lack formal qualifications, such as general or advanced education. It also caters to individuals seeking formal recognition of their skills in a specific sector or occupation. Through VNFIL, these individuals can obtain certification that serves as a stepping stone for career advancement. To participate, candidates are generally required to demonstrate a minimum of two years’ experience in their chosen field or occupation. This process helps validate their expertise and opens doors to further opportunities for growth and progression.

Assessment

The assessment criteria against which individuals will be evaluated are referred to as National Occupational Standards (NOS). NOS are standards of performance which serve as benchmarks for assessing the knowledge, skills, and competencies needed for specific unregulated occupations across different sectors. Currently, NOS are available for the following sectors:

· Building & Construction

· Hospitality & Tourism

· Automotive

· Hair & Beauty

· Health & Social Care

· Information Technology

· Printing & Digital Media

· Childcare

Individual NOS are each pegged to MQF Levels 1-5 for the individuals’ information in order to be well informed as to what level they will be certified. The assessment methods used are varied and may include a number of combination methods as suggested by CEDEFOP’s European Guidelines for validating non-formal and informal learning. These can include:

· Written examinations to test theoretical knowledge and literacy skills

· Practical demonstrations or simulations to assess hands-on skills

· Interviews and oral examinations to evaluate understanding and decision-making

· Reviews of portfolios, work samples, or other evidence of experience

· Observation of individuals performing job-related tasks

The specific assessment approach may vary depending on the occupation and competencies being evaluated.

Where?

Assessment is carried out at Validation Assessment Centres (VACs) which are licenced by the Malta Further & Higher Education Authority (MFHEA) and can be found through their website. Some centres may assess occupations for more than one sector, whereas others may be specialised. For more information on VAC and assessment fees, individuals should speak to the organisations directly.

What is the Certification?

Upon successful completion of the VNFIL assessment process, individuals will receive an award (micro-credential) up to Malta Qualifications Framework (MQF) Level 5. This certification is officially recognised by the MFHEA and is aligned with the European Qualifications Framework (EQF), ensuring its value both locally and across Europe.
